The short answer

A fixed base operator, almost always abbreviated to FBO, is a business at an airport that provides terminal and ground handling services for private and business aviation. It runs its own lounge, security screening and aircraft handling separately from the main passenger terminals. Passengers on private flights arrive and depart through an FBO rather than through commercial check-in.

The abbreviation appears on private aviation itineraries with no explanation at all, on the reasonable assumption that anyone flying privately already knows. Plenty of first-time passengers do not, and the term matters because it changes where a car is asked to go and what it is allowed to do once it gets there.

This entry defines the term, explains what an FBO actually provides, and covers how a chauffeur collection at one works in practice. It also distinguishes the FBO from the handling agent and from the private terminals attached to some scheduled airports, which are a different proposition again.

Where the term comes from

The phrase is American in origin and dates from the era when aviation businesses operated out of a permanent base at an airfield rather than travelling from one to the next. Fixed base distinguished the settled operator from the itinerant one, and the name stuck long after the distinction stopped mattering to anybody.

In modern usage it simply means the private aviation terminal. British airports sometimes call the same facility a business aviation centre, an executive handling centre or a private terminal, and the labels are used interchangeably. Your itinerary will name the specific building, which is what a chauffeur needs rather than the generic category.

What an FBO provides

The passenger experience is compressed. Instead of a long concourse there is a lounge, a small security position and a short walk or a short drive to the aircraft. Crew briefing rooms, flight planning facilities, fuelling and aircraft handling all happen out of sight in the same operation, which is why the building often looks smaller than the work it does.

Chauffeur collections at an FBO

The important practical detail is the address. FBOs generally sit on a different side of the airfield from the passenger terminals, on their own approach road, and satellite navigation aimed at the airport name will take a chauffeur to entirely the wrong place. We ask for the FBO name from your itinerary at the point of booking for exactly this reason.

Access varies by airport and by operator. Some FBOs allow a car to draw up outside the building; a few permit vehicles onto the apron beside the aircraft by prior arrangement and with the appropriate permits, which is not something any operator can promise in advance. We confirm what has been agreed for your specific movement in writing before the day.

Related terms that differ

A handling agent is the company that services the aircraft and processes the passengers, and at many airports the FBO is the handling agent. At others the two are separate businesses working in the same building, which is why an itinerary sometimes names both. For a chauffeur, the building name is what matters.

Some scheduled airports also run premium terminals for first-class and business passengers on commercial flights. Those are not FBOs: the flight is still a scheduled service and the passenger still travels through the airline's own systems, even though the experience of a separate building with its own security looks similar from the outside.
